Ligado Networks is a Mobile Satellite Services (MSS) operator providing facilities-based services to the public safety, government, and enterprise segments. The Company’s services and products are traditionally used when land-based networks are impacted by a disaster situation and in areas not served by wireless carriers. The Federal Communications Commission (FCC) recently authorized the Company’s MSS spectrum licenses for advanced wireless services, which creates new opportunities to expand Ligado’s technology capabilities and evolve its commercial plans for the emerging 5G future. Working with partners and key vendors to execute its near-term roadmap, Ligado is planning to enhance its MSS network for Internet-of-Things (IOT) services and introduce new, innovative terrestrially based services.

Software Development Manager, DevOps

Job Description:

The Software Development Manager will be responsible for leading the DevOps Software Development team in the development and support of multiple Software Systems & Applications. These include, but not limited to our Voice, Push to Talk & Mobile Data Service as well as our BSS (Billing & Provisioning) and OSS Tools (ServiceNow & ScienceLogic).

Primary Responsibilities Include:

The Software Development Manager will have specific responsibilities that include:

  • Manage cross functional Software Development teams.
  • Guide, coach and mentor software developers at all levels.
  • Supervise architecture plus lead efforts to develop technical roadmap of all projects.
  • Coordinate facilitate meetings with key members in various internal teams (Technology Development, Network Engineering and Network Operations) to ensure focus on the development status and deliverables of the Software Development team.
  • Responsible for communicating project status to senior management, including weekly status reporting, risk management, escalation of issues that cannot be resolved by the Development team, and making sure each project is delivered on budget, on schedule, and within scope.
  • Evaluate and deploy vendors/solutions into Ligado’s Network to support Ligado’s short term and long-term technology initiatives and strategy.
  • Establish and stimulate software development standards and processes along with best practices for delivery of scalable and high-quality software.
  • Supervise resource allocation to assure attainment of apt business and personnel development goals.
  • This position has direct reports.

Skills Required:

The Software Development Manager should be a seasoned professional who possesses the following professional skills:

  • Previous experience leading key software development projects to successful completion.
  • Experience leading large and complex technology related projects with project teams that included third party vendor resources.
  • Experience in object-oriented programming
  • Ability to apply creative thinking to technology issues
  • Virtualization (Cloud, VMware, AWS)
  • Experience and strong knowledge of Unix/Linux
  • Experience with Agile Methodology and software development tools (JIRA, Sprint management applications)
  • Working knowledge of the following development languages: C/C++, Java, Python.
  • Experience with GIT Repositories and CI/CD technologies.
  • Ability to grasp new technologies and concepts at a high level.
  • Experience with Databases (Oracle, mySQL, MariaDB)
  • Experience with Realtime Operating Systems
  • Experience working with OSS Tools.
  • Evaluate projects, develop and update schedules in conjunction with the project team.
  • Experience working in a team environment fostering collaboration and holding cross functional teams (Technology, Engineering and Network Operations) accountable to meet deadlines.

Education and Qualifications:

The Technical Software Development Manager should meet the following minimum qualifications and educational standards:

  • Undergraduate degree. A degree in Computer Science/Engineering or related technical foundation is preferred.
  • At least 10 years’ experience in Software Development.
  • At least 3 years of leading software projects across multiple teams and services.
